State police arrest two in connection with abandoned dogs in Herkimer

On March 27, 2025, the New York State Police in Herkimer were requested to assist a Herkimer County Humane Society Investigator with an animal welfare complaint at an apartment located on State Route 5 in the town of Herkimer, Herkimer County.

Upon arrival, Troopers discovered two deceased dogs confined in closed dog crates. The apartment had been abandoned.

An investigation was initiated, and Troopers developed information identifying the owners of the animals.

As a result, on April 29, 2025, State Police arrested Joseph A. Warney, age 30, and Emma E. Trask, age 44, both of Utica, NY, and were each charged with the following:

(2) counts of Failure to Provide Proper Sustenance (Agriculture and Markets Law)

(2) counts of Neglect of an Impounded Animal (Agriculture and Markets Law)

(2) counts of Disposal of Dead Animals (violation, Agriculture and Markets Law)

Warney and Trask are scheduled to appear in the Town of Herkimer Court on May 13, 2025, at 6:00 p.m.

The investigation remains ongoing.
