Winthrop male arrested for criminal obstruction of breathing

On June 30, 2025, New York State Police arrested Larry D. Ryan, age 54, from Winthrop, NY, for criminal obstruction of breathing or blood circulation.

At approximately 8:22 p.m. on the same day, Troopers responded to a report of a physical altercation on Dullea Road in the town of Brasher. Their investigation revealed that Ryan and the victim were engaged in a verbal argument that escalated into a physical confrontation. During this altercation, Ryan grabbed the victim and placed his hands around their neck, applying pressure.

The victim managed to escape when a witness to the incident contacted law enforcement. Ryan fled the scene before law enforcement arrived but was later located, arrested, and taken to SP Winthrop for processing.
