Port Chester man arrested for DWI Leandras Law with five minors in vehicle

On October 31, 2026, members of the New York State Police assigned to SP New Rochelle arrested Fredy A. Regalado-Carranza, 32, of Port Chester, New York, for five counts of aggravated DWI with a passenger less than 16 (DWI Leandra’s Law).

At approximately 1:28 a.m. on October 31, troopers observed a 2012 Mazda sedan traveling southbound on South Main Street in the village of Port Chester with children unrestrained in the back seat. Troopers initiated a traffic stop, and upon interview of the operator, identified as Regalado-Carranza, troopers observed signs of intoxication. Standard field sobriety tests were administered, which indicated impairment. Five children were present in the vehicle, ranging in age from 15 years to two months.

Regalado-Carranza was placed into custody and transported to SP New Rochelle, where he registered a blood alcohol concentration (BAC) of 0.15%.

In addition to aggravated DWI, Regalado-Carranza was charged with multiple vehicle and traffic law violations.

He was released to a sober third party and is due in Rye Town Court on November 20.

The children were turned over to a sober third party.
