Plattsburgh man arrested on child sexual abuse material promotion charges

The New York State Police Troop B Computer Crime Unit in coordination with Homeland Security Investigations (HSI) and Plattsburgh City Police, arrested Justin R. Stroup, 37 years old, of Plattsburgh, New York, in connection with an investigation into the Promotion of Child Sexual Abuse Material (CSAM).

Stroup was arrested for 1 count each of the following:

NYS PL 263.10 Promoting an obscene sexual performance by a child as a sexually motivated offense (D Felony)

NYS PL 263.15 Promoting a sexual performance by a child as a sexually motivated offense (D Felony)

Stroup was arraigned in the City of Plattsburgh Court and was remanded to Clinton County Jail. 

The investigation remains ongoing and is being conducted jointly by the New York State Police, Homeland Security Investigations, and Plattsburgh City Police.  If anyone has pertinent information regarding the investigation or are a victim of sexual abuse, they are encouraged to contact the New York State Police.

The New York State Police, Homeland Security Investigations, and the Clinton County District Attorney’s Office remain committed to protecting the community and holding offenders accountable.  Anyone found to be promoting or possessing child sexual abuse material will be arrested and prosecuted.
