No bank account and don t mind the long line to pay a parking ticket

According to FDIC's latest survey of more than 825,000 adults, one in ten New Yorkers doesn't hold a bank account of any forms. They prefer cash to do all the transactions including this long line as usual everyday at the Queens Dept of Finance's office.
