Endicott man arrested on felony drug charges following investigation

On May 5, 2026, at approximately 12:47 p.m., members of the New York State Police Community Stabilization Unit arrested Dale L. Chapman, 42 of Endicott for multiple drug related offenses.

 Chapman was charged with:

Criminal Possession of a Controlled Substance in the 2nd degree, a class “A-II” felony

Criminal Possession of a Controlled Substance in the 3rd degree, a class “B” felony

Criminal Sale of Controlled Substance in the 3rd degree, a class “B” felony

Criminal Possession of a Controlled Substance in the 7th degree, misdemeanor

Criminal Use of Drug Paraphernalia (scales), misdemeanor

Criminal Use of Drug Paraphernalia (packaging), misdemeanor

Criminal Use of Drug Paraphernalia (dilutants), misdemeanor

 On May 4, 2026, a member from the New York State Police observed Chapman conduct an illegal narcotics sale.  On May 5, Troopers initiated a traffic stop on East Main Street in the village of Endicott after observing a vehicle and traffic law violations. 

An investigation resulted in the seizure of:

Approximately 3 grams of individually wrapped crack cocaine

Approximately 5.9 ounces of cocaine

Approximately 1 ounce of psilocybin mushrooms

Packaging material

Scales

Cutting Agent

US Currency

 The Community Stabilization Unit was assisted by members of the Violent Gang and Narcotics Enforcement Team (VGNET), Special Investigations Unit (SIU) and the Endicott Village Police Department.

Chapman was processed then turned over to the Broome County Jail for Centralized Arraignment.
