Cairo man arrested for grand larceny following fraudulent business transaction

On June 24, 2025, the New York State Police Bureau of Criminal Investigation (BCI) at Catskill announces the arrest of Michael J. Parks, age 44, of Cairo, NY, for Grand Larceny in the Third Degree, a class D felony.

The arrest stems from an investigation initiated in April 2025, after Parks, doing business as Parks Electric, was hired to perform electrical work associated with the installation of new gas pumps at a gas station in the town of Windham. Parks received an upfront payment of approximately $4,500 but failed to appear at the job site or begin the contracted work.

After approximately five months without any progress, the victim requested a refund. Parks issued a check to the victim that was later returned due to insufficient funds. The victim never received reimbursement.

Parks was arrested and processed at the New York State Police barracks in Catskill. He was charged with Grand Larceny in the Third Degree and arraigned in the Town of Cairo Court, where he was released on his own recognizance.
