Two individuals arrested stemming from a traffic stop in the town of Norfolk

On March 18, 2025, State Police arrested Robert J. Donnelly, age 42, of Massena, NY, for criminal possession of a controlled substance in the 7th degree, and issued him a vehicle and traffic ticket. Also arrested was Nyrah H. Jefferson-Logan, age 33, of Fort Covington, NY. She was charged with criminal possession of a controlled substance in the 7th degree, falsely reporting a catastrophe or emergency to an official agency in the 3rd degree, and receiving vehicle and traffic tickets.

At approximately 7:25 p.m. on March 18, 2025, Troopers observed a gray 2004 Ford F-250 traveling north on State Highway 56 in the town of Norfolk. A check of the vehicle’s registration revealed it was suspended. The Troopers initiated a traffic stop and interviewed the driver, identified as Jefferson-Logan, and the passenger, Donnelly. While speaking with the Trooper, Jefferson-Logan accused him of being a fake police officer. As the Trooper reassured her of his identity, she called 911 to falsely report that a fake officer had pulled her over.

A St. Lawrence County Deputy arrived at the traffic stop and conducted a free-air sniff with his K9. The K9 alerted to the vehicle, and a subsequent search uncovered narcotics and drug paraphernalia inside.
