The supreme governor has the final say

Today, the CDC says vaxxed can participate in both indoor and outdoor activities whether it's small or large in NY without a mask or social distancing. The only exceptions are buses, planes, hospitals, prisons and homeless shelters. However for NY, the governor has to decide since CDC is federal level. The same with NYC mayor who cannot decide unless the governor says so. The governor received the message and is deciding at the moment so it's wait and watch.
