Question for the kids today

Yesterday, police were called to Briarwood in Queens near Molloy High School of multiple shots fired. Shortly, the suspect was taken into custody along with his 9mm. Thanks to these four officers. The suspect was freed without bail having 2 open cases. One is for shots fired in another location. He also has an open case on seriously assaulting an innocent victim who was walking by in the same area. Here is the question. With the budget propsose to move from NYPD as part of defund NYPD, do you all kids think this suspect will join a program and make his life better? He is one of the 7,400 suspects with open cases who continue to commit more crimes like a revolving door. What can be done to make the 7,400 suspects' lives better? According to police sources, the number is expected to reach 10,000 by the summer with more victims.
