One art is fine but the other is not in NYC

The NYC is inviting artists to apply for the 2020 Asphalt Art Activation. The art will be displayed on sidewalks, fences, triangles, medians, bridges, jersey barriers, step streets, public plazas and pedestrianized spaces serve as canvases and foundations for temporary art. Over the past 11 years, he Dept of Transportation Art has produced over 300 temporary artworks citywide.This is allowed by the city but not on subways by MTA which can lead to arrest for vandalism since its graffiti.
