No budget for crime text but for social distancing in NYC

NYC has text setup for social distance violators, i.e. take pic of anyone not practicing social distancing by 311692. It's very easy. Take pic and text to 311692 which is what people call it the snitch line.
What about for crimes? Just setup another text number and send pics of crime or anything illegal in action.
This is what the mayor's office reply. This is an enormous undertaking and requires budget possibly in billions.
NYPD stated they have a hotline, 1-800-577-TIPS but no text setups. They have a form on the website someone can post anonymously.
The snitch line will delete anything even crimes in action and domestic violence by filtering before send to local precincts.
So in conclusion, The only way is to call 911 and let the police do their jobs.
Now comes the best part. The district attorneys office has limited budget and prosecution ratio is less than 25%.
