New York State police investigating shooting in tops parking lot

On February 15, 2025, at approximately 2:54 a.m., Troopers responded to a 911 call reporting altercation in the Tops parking lot in Mexico, NY. The preliminary investigation determined that a suspect, who arrived in a dark-colored Chevrolet pickup truck, exited his vehicle and engaged in a physical altercation with the victim. During the altercation, the suspect shot and killed the victim.

The suspect, identified as Zachary W. Chilson, 31, of Mexico, NY, was arrested the same day and charged with Murder 2nd degree and Criminal Possession of a Weapon 2nd degree.  Chilson was remanded to the Oswego County Jail pending arraignment in CAP Court. He was arraigned on February 16, 2025, and remains in custody without bail. 

At approximately 6:04 a.m. the same morning, Troopers received a report of a stolen vehicle in the same area. Investigators later located another stolen vehicle and the suspect in Ogdensburg, NY. After further investigation, Kevin A. Doxtater, 32, of Oswego, NY, was arrested and charged with Grand Larceny 2nd degree and Criminal Possession of Stolen Property 3rd degree.

Investigators have determined that the stolen vehicles and Doxtater’s actions were not related to the homicide investigation.

Doxtater was remanded to the Oswego County Jail and arraigned in CAP Court on February 16, 2025.
