NYC testing tracing and isolation in limbo

Cuomo can but de Blasio can't
The project for NYC, Testing, Tracing and Isolate is being delayed but a little up and then down, back up, then down, etc. Mayor de Blasio refuse to disclose the details but the budget is not in place for full program to activate. With feud between health dept and city's hospital commissioners, the delay of budget makes de Blasio hope to get funds from the federal government.
Meanwhile, Governor Cuomo is moving forward with testing and tracing. Currently, the program is in the recruitment and training stage for statewide. The contact tracers will start in the Phase I areas. Cuomo didn't disclose the isolation part.
