FiCentive, the city hired to process $100 debit cards for jabbers, is not working leaving over 90% with no dinero.

The company in Texas says it's a technical glitch despite receiving $50 million without the standard procedure of bidding contracts.

Calls are flooding to 311 lines from jabbers to get their $100 card activated. So far, almost 750,000 cards were activated and half of that were disabled when dispute over payment arised costing the company more than the contract payment received.

Meanwhile the former Mayor who approved the contract without bidding is enjoying Puerto Rico since New Year's Day smooching to wealthy donors.

Since the complaints, there are no gift cards for jabbing. The Texas company has been trying to reach the former Mayor to resolve the issue but he is not available.
