Joint investigation leads to arrest of Jay man on child exploitation and CSAM charges

The New York State Police Troop B Computer Crime Unit in coordination with the New York State Police Special Operations Response Team (SORT), HSI - Rouses Point and the United States Customs and Border Protection Air and Marine Branch, arrested Albert D. Leon, 57 years old, of Jay, New York, in connection with an investigation into the Promotion and Possession of Child Sexual Abuse Material (CSAM) and child exploitation.

A search warrant operation was conducted on the morning of June 23, 2026, and Leon was arrested for the following charges:

City of Plattsburgh (Clinton County)

1 count - PL 263.11 - Possess an Obscene Performance by a child

1 count - PL 263.16 - Possess a Sexual Performance by a Child

Town of Chesterfield (Essex County)

2 counts - PL 263.11 - Possess an Obscene Performance by a child

1 count - PL 263.16 - Possess a Sexual Performance by a Child

2 counts - PL 235.05 - Obscenity (Misdemeanor)

2 counts - PL 263.10 - Promoting an Obscene Performance by a Child - Sexually Motivated

1 count - PL 263.15 - Promoting a Sexual Performance by a Child - Sexually Motivated

Town of Jay (Essex County)

12 counts - PL 263.10 - Promoting an Obscene Performance by a Child - Sexually Motivated

12 counts - PL 263.11 - Possess an Obscene Performance by a child

11 counts - PL 263.15 - Promoting a Sexual Performance by a Child - Sexually Motivated

11 counts - PL 263.16 - Possess a Sexual Performance by a Child

Leon was also arrested on a federal charge of one count 18 USC Section 2252A(a)(1) - Transportation of Child Pornography.

Leon was arraigned in the Elizabethtown Town Court and remanded to the Essex County Jail.

The investigation remains ongoing and is being conducted jointly by the New York State Police and Homeland Security Investigations.  If anyone has pertinent information regarding the investigation or are a victim of sexual abuse, they are encouraged to contact the New York State Police.

The New York State Police, Homeland Security Investigations, the Essex County District Attorney’s Office, Clinton County District Attorney’s Office, and the United States Attorney’s Office remain committed to protecting the community and holding offenders accountable.  Anyone found to be promoting or possessing child sexual abuse material will be arrested and prosecuted.

The investigation remains ongoing.
