Illegal use of cellphone camera Man arrested at Belmont Stakes

A 28 year old man arrested for illegal actions. He had put his cellphone camera under the skirts of a younger girl.An police detective saw this incident and take under custody. The women were unaware of Man's actions. He will be arraigned sunday at First district court.
