Here is the wonderful plan by MTA when rain flood occurs

The MTA announced they will take new steps to prepare for rain floods inside subways after a social media outcry of flooding last week. First, the MTA is advising all to avoid the flood and not enter. They are working on a plan to keep the water to a minimum but that won’t be disclosed to the public. Workers will be assigned to those locations and they will check for stage track pumps and storm boxes. Another crew will be assigned to remove debris not including rats. Once the plan is outlined, then they will work on the water flow control during floods.
