City council making new bills for traffic agents sanitation and health codes

One Councilman James Vacca want traffic agents to take pictures of violations and submit along with the fine as a proof of violation. He also want sanitation workers to take pics of dirty area or snow before writing up a ticket. The other issue is take pic of eateries rather than just writing up of sanitary conditions. \
