According to the NYPD, gang members outnumber the police force by 3 to 1 in NYC’s certain locations. The list is from south Jamaica, Corona, Astoria, BedStuy to Brownsville in Brooklyn, part of the Bronx and upper Manhattan. The number of recruitment to the gang is increasing despite jobs, housing and programs provided by the city which are barely active. The record still belongs to Chicago at 10 to 1. The city is trying to recruit gang members into various programs and it's not working so an alternate plans are being chalked.
